Certificate of Need


In part, HSANV pursues its basic mission of promoting the improvement of community-based health services through planning and planning-based Certificate of Public Need (COPN) regulation.


The legislation authorizing regional health planning in Virginia was enacted with the purpose of restraining increases in the cost of health services, improving access to care, promoting health services that are needed and preventing the development of those that are not justified. HSANV’s planning and regulatory functions fulfill these responsibilities.


Application materials for a Certificate of Need are obtained through the Virginia’s state COPN program office (contact information for the state offices provided below) and can be downloaded from the state website. Applications for proposed facilities and/or services in Health Planning Region II/Planning District 8 are submitted to both the state offices and to the HSANV offices.
























*Note: HSANV only covers northern virginia (Health Planning Region II/Planning Disctrict 8) for local review meetings/hearings/local input/comment. Public meetings/hearings for all other areas of virginia are handled by the state staff. The state makes the dertinmantions on whether any specific service/project require a certificate of need. Final decisions on COPN applications are made by the virgina commisisoner of health.
